Is it true that Muslim countries don't believe in free speech?

There are some Muslim countries that are dictatorial Islamic theocracies. Those types of govenments encourage the punishment of anyone who speaks against their state or their religion. Besides lack of free speech there are also repressive laws regarding what people can wear (women in particular), what you can drink, etc.
